Hammura the Wise was according to Bulwari tradition the first priest of Surakel. Records from the city of Vacyn tell of the arrival of an hermit in 1150 BA following wars between the last God-Kings of Bulwar. This man named Hammura recounted his visions he had in the desert of the fight of the last God Surakel against the malevolent Darkness. Quickly gathering a sizable support among the local population, he overthrew the ruler of Vacyn and converted his palace to become the first temple to Surakel, renaming the city to Eduz-Vacyn, 'the temple of Vacyn'. He then went on to rule for the next 80 years as the first Kašra, priest of the city.
While historical records are scarce, archeological expeditions have confirmed that the 12th century BA saw the social order changed in the cities along the Suran and the fundations of the first Surakel temple indeed date from the time of Hammura.
