The Zalagon Pananek known in common as the Farmers Law is a series of rights, obligations and edicts which defined the agricultural law of the Lordship of Arverynn and later the Sarda empire.
Origins[]
Traditionally, each Ynnic Lord had their own standards and ancient laws regarding taxes, expected returns, and land ownership rights. These laws were often ancient, some reaching back to before the fall of the Ynnic Empire, and rarely accurately matched the output of the serfs that inhabited the land. These often worked in favor of the nobility as land was generally reduced in output since the fall of the Ynnic Empire, allowing them to keep a higher tax, to the detriment of their subjects.
Calrodiy V was ruling a broken and devastated land following the War of the Bacaran Succession. Many farmers, lords, and knights had died in the war, leading to farmland being abandoned and serfs He, together with the Myrsarnik, reformed and standardized the farming laws, with some heavy resistance from powerful landholders, into a single, meticulous, and rather resilient code which: Standardized expected obligations and tithes of coin and grain, standardized prices and defined land ownership. These laws often worked in favor of the peasantry, codifying and reinforcing their rights. By many of Calrodiy’s aristocratic subjects this was a highly controversial reform as it encroached on their rights as feudal lords, but the Bacaran War of the Succession had exhausted their resources too much for them to resist.
While initially met with setback by the elite, the reform proved to be successful as the countryside was restored over the next few decades and would remain the prosperous core of Arverynn's economy, providing a steady source of taxes and manpower.
The Predyvens System[]
Calrodiy V and the Myrsarnik also seeked ways to standardize the levies for the military and create a steady supply of infantry and archers following the exhausting Bacaran War of the Succession. Taking inspiration from the Pomentere Estates and the Zalagon Pananek, they created the Predyvens system, a system of military land division that granted individuals fiscal rights in exchange for military service.
