The Sunrise Convocation was the system of government of the Sunrise Empire. It was a representative form of government, in which each district was assigned a convocationary official. The convocation itself was located in the capital of Sarisung.

Convocationary Officials[]

Convocationary officials were fully comprised of Sunrise Elves, to the dismay of some. It was said that only the elves had the vision and long term planning needed to maintain the delicate balance of unity on which the Sunrise Empire was built. They served both as governors of their district, and as representative in the convocation of said district. Training to become a convocationary official was a rigorous and extensive process, with the average student taking forty years to complete the program, being trained in a plethora of subjects, such as philosophy, economics, governance, and diplomacy. Active scouting of candidates for convocationary officials was started at a young age, especially for elves, but most elves tend to enroll in the High Dawn Academy between the ages of forty and a hundred years old. Enrollment to the academy came with the swearing of an oath to serve the empire as a convocationary, with minimal service being a hundred years, made up of 16 service terms and 4 break terms.

Supreme Convocationary[]

The Supreme Convocationary was the head of state of the Sunrise Empire. Each Supreme Convocationary served for fifty years, and could only serve for one term, and was elected from the members of the convocationary by a popular vote. The supreme convocationary had the ability to veto any motion made by the convocation, although this ability was rarely used. Hiderion Tonanzuir served as the first supreme convocationary.

Convocation[]

The Convocation is located in Sarisung, at the center of both the capital and the entire empire. The number of convocationaries was fluid, but the average number tended to be around five hundred officials. Councils were held every day, in which any convocationary was free to attend and suggest legislation, motions, or edicts. On the last day of each month, the convocation was fully assembled, and issues were voted on. At least sixty percent of the convocation had to be in favor for a motion to be approved.

Terms[]

To ensure the ideals of the Sunrise Empire were not corrupted by personal greed and nepotism, each convocationary served each district for a term of five years. Four of those were spent governing the district itself, while the last year was spent acting in the interest of said district on the Convocation. Districts were assigned per lottery, to minimalize the chance of any convocationary to establish a powerbase in a region. After serving for four terms, a convocationary was mandated to take a five year break term, in which they were given an allowance by the state to do whatever they wished. After serving for twenty terms, including four break terms, a convocationary was allowed to retire, though most were heavily encouraged to either continue service as a convocationary, or to become a professor at the High Dawn Academy.

Travelling Convocationaries[]

Trained convocationaries (Often those that choose to continue their service after 20 terms) are assigned to travel from district to district and ensure that they are running smoothly and justly by their representatives. They answer only to the supreme convocationary and have the power to remove any convocationary from their position and send them to the academy for retraining should they deem it neccesary.

Convocationary Districts[]

The Empire was organized in districts, which often maintained the administrative divisions of previous states. Due to the nature of the Sunrise Empire, each district could be vastly different in the way it was governed at the local level: the Sikai's local representatives were elected leaders of the various townships, The Raheni maintained their ministries (Now both consisting of Raheni and Harimari), and Lapnam Amrik's local representives were still selected from the grand tournament, to name but a few of the ways local representatives were acquired. Regardless of how each district acquired it's local representatives, they all sat on a council, led by the local convocationary official. This council drafted new edicts, legislation, and laws, over which the convocationary had the final say. However, if the majority of the local representatives felt that their convocationary was acting unjust, they could petition the convocation for a new convocationary, upon which a replacement would be sent, and the previously sitting convocationary with be audited by a pair of travelling convocationaries.
